Commodore Norrington is not amused

So, having gotten tired of pirates hijacking ships in the waters around Somalia, a naval expedition is equipped and sent out to do something about the problem. There is patrolling and they actually manage to catch some pirates. Then they let them go. Am I the only one wondering why they even bothered to catch them in the first place?
