It's just the last verse in an old 19th century song about winter, the first verses being all about how white and quiet and cold it is outside. If I was to try a translation, it'd be something along the lines of:

Deeply I long
for spring, but winter grows harsher,
once more the wind comes from the North!
Come, South West, defeater of frost,
come with your wings of mist,
come and free the chained ground!

or something along those lines. I'm not a poet, but it's a good song.
